 UNATTENDED CHILDREN POLICY

 

 

Young children may not be left unattended anywhere in the library, including in the children’s area.  A parent/legal guardian or other responsible adult must accompany all children under the age of 7 and any child who does not know their first and last names, their phone number and the first and last name of the person who brought them to the library.

  1. The library staff cannot assume responsibility for the safety and well-being of any child in the absence of the parent/legal guardian or caregiver.

  2. The library will provide supervision of children during library sponsored events.  Small children unable to be left alone will require parent/legal guardian or caregiver to stay with them.

  3. Library staff is not legally responsible for the safety and well-being of children left at the library at closing time.  However, if a staff member calls a parent/legal guardian, caregiver or the sheriff’s office on behalf of that child, library staff assumes responsibility for remaining with that child until the parent/legal guardian, caregiver or the sheriff’s deputy arrives.

  4. Library staff may not drive children to any location, even by request of the parent/legal guardian.

  5. Library staff may contact the sheriff’s office when the parent/legal guardian or caregiver for an unattended child cannot be located or if young children are left unattended.

 LIBRARY BORROWER'S POLICY
 

 

 

OBTAINING A LIBRARY CARD:

Joining the Isabelle Hunt Memorial Public Library is free and open to residents of Gila County.  Adults need to show a valid Arizona driver’s license or Arizona picture identification card, showing current address.  Proof of physical address in Gila County is also required.  A current voter registration card, utility bill, lease or property tax statement may be used to verify physical address.  Check out limit of two (2) items applies until verification of mailing and physical address.

 

Resident:

1.  Lives in Gila County

2.  Lives outside of Gila County, but pays property taxes in Gila County

 

Non-Resident:

An out-of-county resident may apply for an Isabelle Hunt Memorial Library card when a valid driver’s license or state identification card with current address is provided.  A refundable cash deposit of $35.00 is required at time of registration. When the library card is surrendered to the library and there are no fines or fees, the deposit will be returned within a year of the expiration date, otherwise monies will be forfeited.  Refunding of deposit will be by library check. This card is to be used only at the Isabelle Hunt Memorial Public Library with a check out limit of six (6) items.

 

Minor:

At least one (1) parent or legal guardian must obtain a Gila County Library card prior to their minor child receiving a library card. Parent or legal guardian must accompany their minor child and sign the registration form. Parent’s privileges will be suspended if a dependent child has outstanding fines or overdue books.  Privileges will be reinstated once replacement or reimbursement is made. Parent or legal guardian assumes all financial responsibility of their child’s card as if it were their own card.  The responsibility for materials read or viewed by children under the age of 18 is the sole responsibility of their parent or legal guardian.

 

 

LIBRARY CARD INFORMATION:

Library card loaned to other individuals are the responsibility of the registered patron.   Individuals using another patron’s card must present card for check out. 

 

Patrons may not check out books or materials until all overdues are returned and fines or money owing (such as charges for lost books) are paid in full.  Patrons may not use another patron or family member’s card to check out books or materials when their own card has charges or overdues against it. 

 

All new library cards will be mailed to the current mailing address listed on registration.  Until mailing address is verified, there is a check out limit of two (2) items.

 

For security purposes, all personal information from the registration form will be shredded once patron has been added to the library database.  Only patron’s signature will remain on file in the library. 

 

Lost or stolen cards need to be reported immediately to the library staff.

CIRCULATION:

Library materials may be checked out for a three (3) week period.  New books and DVDs cannot be renewed.  All other material may be renewed in person, by phone or online, unless a reserve has been placed on the material.  Reference material may not be checked out.

OVERDUES/FINES:

DVDs will be assessed a fine of $1.00 per day, with a maximum of $10.00 per item.  No fines are assessed on other type of materials.

 

An item three (3) weeks overdue is considered lost.  The cost of the item, accrued fines and a processing fee of $5.00 will be added to the patron’s account when this occurs. A written notice will be mailed at this time, listing all fines and fees due.  If the item is returned, only the processing fee and accrued fines will be charged but items over 180 days late will be considered permanently lost.  Replacement of item will be charged to patron’s account.  If the item is not returned, library privileges will be revoked until all fines, cost of item replacement and charges are paid.

 

It is a criminal offense to willfully keep library materials after written notice has been issued.  The Gila County Sheriff’s office may be notified after items are considered lost.

 

 

Receiving E-mail Notification:  Patrons will receive e-mail notification for almost overdue items, overdue items, hold arrival notification and library bills.  Because notices are no longer sent via traditional mail services, except for items considered lost, patrons should verify that their correct e-mail address is listed in their library record.  Library staff will assist in updating e-mail addresses at the circulation desk or your can use the on-line library system.

 

Should a patron not have an e-mail address:  It is understood you will not be notified by mail when an item becomes overdue.

SUSPENSION OF BORROWING PRIVILEGES:

Patrons may lose library privileges if library property is damaged or lost.

 

Patrons who are chronically late returning library materials will be limited to one (1) item until such time as the library manager or assistant manager reinstates full borrowing privileges.

LOST/DAMAGED and CLAIMS RETURNED:

 

1.)  Lost/Damaged Materials

 

Patrons will be charged replacement cost, if known, or estimated replacement cost, if unknown, for lost item.  If item is found prior to reordering, then refund will be given.

 

A refund check will be mailed to the library card holder (no cash refunds).

 

Material not repairable and/or not in usable condition are charged as damaged.  Patron will be charged for replacement cost.

 

 

2.)  Claims Returned

 

If a borrower reports that she/he has already returned an item after receiving the first overdue notice several steps will be taken:

  • The library staff and borrower will search the shelves for the item.

  • The borrower will be asked to carefully check that the item is not in her/his possession.

  • If the item is not found the library staff may list the book as “claims returned” and the borrower will not be charged for the book.

PURPOSE:

The primary purpose of the library meeting room is to provide a facility for use by the library for library related activities, and secondary, by the general public of the Pine/Strawberry area for educational, cultural, social or civic groups.

 

RULES:

 

1.  Deposit. A $50.00 cleaning deposit is required.  It must be made at least one week before the meeting date.  If the room is available and a reservation is made less then a week prior to the meeting date, the deposit must be made when the room is reserved.  Failure to leave the room clean after an event will result in forfeiture of both the $50.00 deposit and the right to rent the facility at any future time.

 

2.  Liability Insurance. The Isabelle Hunt Memorial Library has liability insurance to cover functions sponsored by the library.  All other users must furnish the Isabelle Hunt Memorial Library with proof that they have a minimum of $1 million of liability insurance.  Proof of insurance naming the Isabelle Hunt Memorial Public Library as an additional insured party must be given to the library prior to use of the meeting room.

 

The library does not assume liability for injury or damage to personal property, which occurs as a result of the actions of the group, organization or participants in meetings scheduled in the meeting room.

 

3.  Availability.  Library programs or functions take priority over any group requesting the use of the room.  The Library Manager will authorize the use of the meeting room.

 

4.  Fee.  A fee of $20.00 for a half day or $30.00 for a full day use will be charged for any organization or group not sponsored by the Isabelle Hunt Memorial Library.  Payment of fee must be made prior to use.

 

If an organization signs a 12-month agreement, a fee of $20.00 per meeting will be charged.

 

5.  Reservations.  Users wishing to use the meeting room must complete a Meeting Room Application form.  Reservations must be made by an adult member of the group.  Youth groups may use the room if a responsible adult is present at all times.  The person filling out the application shall be the contact person, unless specified otherwise.  Requests should be made as far in advance as possible.   The library should be notified if a meeting is cancelled.   

 

The library reserves the right to move your scheduled date/time in the event of a library emergency or a special event.

 

6.  Seating Capacity.  Attendance must not exceed the posted capacity of 100.

  

7.  Restrooms.  There are no onsite restrooms in building.  Access to restrooms in Cultural Hall building will be provided

 

8.  Keys.  The key to the meeting room will be available from the library manager during regular business hours of the Isabelle Hunt Memorial Library. It is the group or organization’s responsibility to return the key immediately after the meeting. Should the library be closed, it is permissible to place the key in an envelope and drop it in the book drop.  There will be a charge of $50.00 should the key be lost.

 

9.  Refreshments.  Refreshments may be served. Any group or organization will need to furnish their own equipment, food and supplies. Clean up and trash removal is required after the meeting

 

10. Setup and Cleanup.  Library personnel are unavailable to set up, operate any equipment or clean the meeting room.  The user is responsible for leaving the room in the original condition it was found. Heat/cooler and lights should be turned off and all doors locked.

 

The library will provide the use of a vacuum and disinfectant to clean up the room prior to leaving.

 

11.  Publicity.  The use of the meeting room by any non-library organization shall not be publicized in such a way as to imply library sponsorship, unless the library is co-sponsoring the event.

 

12.  Responsibility.  The use of the meeting room is a privilege and not a right and is subject to the library’s sole and exclusive discretion. If a group fails to abide by the Isabelle Hunt Memorial Public Library Meeting Room Use Policy future use may be refused.  The library reserves the right to deny the use of the meeting room to any group or organization.

 

13.  Utility Charge – During colder months the gas will be turned on to heat the building.  Each organization agrees to pay for gas used. The gas meter will be read prior to and at the conclusion of using the room.  Each organization will be charged for the amount used at the rate the library is charged.  A bill will be mailed to the organization shortly after the use of the room.  If your organization is a regular user, a bill will be mailed out monthly.

 

RESTRICTIONS:

  1. No organization other than the Friends of Pine Library may use the name, address, or telephone number of the Isabelle Hunt Memorial Library as its address.

  2. Groups and organizations must comply with the Americans with Disabilities Act.

  3. NO ALCOHOLIC BEVERAGES are allowed in the building or on CERCA property.

  4. NO SMOKING is allowed in any building on the CERCA property.

 MATERIALS SELECTION/COLLECTION DEVELOPMENT POLICY

 

 

 

 

A.  Objectives

 

The purpose of the Isabelle Hunt Memorial Public Library is to provide all individuals in the community with carefully selected books and other materials to aid the individual in the pursuit of education, information, research, pleasure and the creative use of leisure time.

 

Because of the volume of publishing, as well as the limitations of budget and space, the library must have a selection policy with which to meet community interest and needs.

 

The materials selection/collections development policy is used by the library staff in the selection of materials and also serves to acquaint the general public with the principles of selection.

 

Responsibility for the reading and viewing of materials by children rests with their parents or legal guardians.  Selection of library materials will not be inhibited by the possibility that materials may come into the possession of children.

 

The Library Bill of Rights and The Freedom to Read Statement have been endorsed by the Isabelle Hunt Memorial Public Library Board of Trustees and are integral parts of the policy.

 

Because these are changing times, this policy will be reviewed and/or revised as the need arises.

 

 

B.  Responsibility for Selection

 

The ultimate responsibility for selection of library materials rests with the library manager who operates within the framework of the policies determined by the Isabelle Hunt Memorial Public Library Board of Trustees.  This responsibility may be shared with other members of the library staff.  However, because the manager must be available to answer to the library board and the general public for actual selection made, the manager has the authority to reject or select any item contrary to the recommendations of the staff.

 

 

CCriteria for Selection

 

The evaluation of material selection is based on the knowledge and experience of those selecting materials, their knowledge of the community, the existing collection and the library budget.  Material is judged on the basis of the work as a whole, not by a part taken out of context.  A work will not be excluded from the library’s collection because it presents an aspect of life honestly or because of frankness and expression.

 

Each acquisition, whether purchased or donated, is considered in the light of the prioritization set by the overall program of service of the library.  It is neither practical nor possible to select for all possible patron needs. 

 

1. The main points considered in the selection of materials are:

  1. existing library holdings

  2. suitability of material to the community

  3. individual merit of each item

  4. budget

  5. popular appeal/demand

2.  Reviews are the major source of information about new materials.

 

3.  The lack of a review or an unfavorable review shall not be the sole reason for rejecting a title which is in demand.  Consideration is, therefore, given to requests of library patrons and books discussed on public media. 

 

 

DInter-Library Loan

 

Because of limited budget and space, the library cannot provide all materials that are requested.  Therefore, interlibrary loan is used to obtain from other libraries those materials that are beyond the scope of this library’s collection.  Each patron may request no more than three (3) items at a time.  Each item may be checked out for three (3) weeks with no renewals, unless a specific due date has been specified by the loaning library.

 

 

E.  Gifts and Donations

 

The library accepts gifts of books and other materials with the understanding that they will be added to the collection only if needed.  If they are not needed because of duplication, condition or dated information, the manager can dispose of them as he/she sees fit.  The same criteria of selection which are applied to purchase materials are applied to gifts.  Memorial gifts of books or money are also accepted with suitable bookplates placed in the book.  Book selection will be made by the manager should no specific book be requested at time of gift.  We encourage and appreciate gifts and donations.  Undesignated gifts of money, real property or stock will be accepted, with the understanding that disposition of these gifts will be determined by the Library Board of Trustees in conjunction with the donor.

 

 

F.  Weeding

 

An up-to-date, attractive and useful collection is maintained through a continual discarding and replacing process.  Replacement of worn volumes is dependent upon current demand, usefulness, more recent acquisitions and availability of newer editions.  Weeding is the responsibility of the library manager.

 

 

G Challenged Materials

 

Although materials are carefully selected, there can arise differences of opinion regarding suitable materials.  Patrons requesting that material be withdrawn from or restricted with the collection may complete a “Request for Reconsideration of Materials” form which is available in the library.  The inquiry will be placed on the agenda of the next regular meeting of the Isabelle Hunt Memorial Public Library Board of Trustees.

 

The Library recognizes that many library materials are controversial and that any given item may offend some patrons.  Selection will not be made on the basis of any anticipated approval or disapproval, but solely on the merits of the work in relation to the building of the collections and to servicing interests of the patron.

 

Library materials will not be marked or identified to show approval or disapproval of their contents. No library material will be sequestered except to protect it from injury or theft.

 NONDISCRIMINATION / EQUAL OPPORTUNITY POLICY

The Board of Trustees of the Isabelle Hunt Memorial Public Library is committed to a policy of nondiscrimination in relation to race, color, religion, sex, age, national origin and disability.  This policy will prevail in all matters concerning staff members, the public and individuals with whom the library does business.

 

COMPLIANCE OFFICER:

 

The Library Manager shall be the compliance officer.  Any person who feels unlawfully discriminated against or to have been the victim of unlawful discrimination by an agent or employee of the library or who knows of such discrimination against another person should file a complaint with the Library Manager.  If the Library Manager is the one alleged to have unlawfully discriminated, the complaint shall be filed with the President of the Board of Trustees.

 

COMPLIANCE PROCEDURE:

 

The library is committed to investigating each complaint and to taking appropriate action on all confirmed violations of policy.  The Library Manager shall investigate and document complaints filed pursuant to this policy as soon as reasonable.  In investigating the complaint, the Library Manager will maintain confidentiality to the extent reasonably possible.  The Library Manager shall also investigate incidents of policy violation that are raised by the Board of Trustees, even though no complaint has been made.

 

If after the initial investigation the Library Manager has reason to believe that a violation of policy has occurred, the Library Manager shall bring the matter before the Board of Trustees.

 

If the Library Manager’s investigation reveals no reasonable cause to believe policy has been violated, the Library Manager shall so inform the complaining party in writing.  A copy  will also be forwarded to the Board of Trustees.

 PATRON/USER BEHAVIOR POLICY

 

 

It is the policy of the Board of Trustees of the Isabelle Hunt Memorial Public Library that all necessary steps are taken to assure patron/user and staff that they will find the library peaceful, comfortable, and a safe place in which to read, study, browse or work.  To implement this policy, the following Patron/User Behavior Policy is adopted and shall remain in force until modified by the Library Board of Trustees.

 

  1. Respect for the rights of other library patrons/users shall prevail at all times.

  2. All library materials must be properly charged out.

  3. Disruptive behavior is prohibited, including, but not limited to the following:

  1. Physical action or the threat of physical action that could cause injury to patrons/users or staff or damage to library property.

  2. Verbal abuse toward patrons/users and/or staff.

  3. Extended or loud speaking or noise that is disruptive to patrons/users and/or staff.

  4. Lewd, suggestive words, actions or obscene language to patrons/users and/or staff.

  5. Voyeurism and/or exhibitionism.

  6. A repeated pattern of behavior in the building that is disturbing or threatening to patrons/users and/or staff.

  7. A pattern of napping or sleeping.

  8. Actions suggesting the influence of alcoholic, hallucinogenic or other controlled substances.

  9. Running and/or roughhousing in the library building.

  10. Blocking the entrance/exit that obstructs patrons/users from entering or exiting the building.

  11. Tables, chairs and other furniture are not to be moved unless library staff has approved.

  1. Weapons of any kind are prohibited on library property.

  2. Smoking on library property is prohibited.

  3. Cell phones are to be in silent mode prior to entering the library.  Patrons/users will conduct their personal calls outside of the library.

  4. Use of the public restroom for such purposes as shaving, bathing, washing/drying clothes, etc., is not allowed.

  5. Pets may not be brought into the building except for registered service animals and/or for special events.

  6. Patron/user must wear clothing and shoes in the library.

  7. Any offenses which constitute a misdemeanor or felony under the criminal   laws of the Gila County and State of Arizona are prohibited.

  8. A person whose personal hygiene is a source of disturbance to other patrons/users or staff will be asked to leave the library building until the source of the disturbance is removed.

  9. The library is not responsible for book bags, briefcases, backpacks, purses, coats, or other personal belongings left unattended.

  10. It is the responsibility of the patron/user to leave the library as they found it.

  11. Behavior or activity by non-library staff which implies that the library facility is a person’s home, business or employment or that their activity is sponsored or endorsed by the library is not allowed.

  12. Solicitation is prohibited.

  13. Taking of still photography or videotaping is prohibited unless prior authorization has been given by the Library Manager.

Should this policy not be followed, sanctions may take the form of a warning, request to leave the library, a call to the sheriff’s office or other legal action as, in each instance, seems most appropriate.

 PUBLIC COMPUTER / INTERNET ACCEPTABLE USE POLICY
 

 

 

In accordance with the mission of the Isabelle Hunt Memorial Public Library, free public access to the Internet is provided for learning, research, information and checking electronic mail.  The Library has no control over information accessed through the Internet, some of which may be inaccurate, incomplete, dated or offensive to some individuals.  Users are responsible for critically evaluating the information they access.  Library users access the Internet at their own risk.

 

The Library provides Public Computers/Internet access equally to all library users.  All computers at the library are filtered.  Adult users may request to have a particular site unblocked by asking the library staff for assistance.  The Library does not provide electronic mail accounts

 

Only parents/legal guardians, not the Library or its staff, may restrict their children and only their own children from access to the Internet or other library materials.  A parent/legal guardian must accompany children under 12 when using the Internet.  Young adult’s (12 thru 18) must have an Internet permission card on file signed by their parent/legal guardian.  The parent/legal guardian assumes all responsibilities for their young adult’s Internet activities.  Unaccompanied young adults are to use computers 1, 2 or 3. They may not share their privileges with another young adult. Young adults caught at inappropriate sites will be removed from the computer and their parent/legal guardian will be notified.  It is the responsibility of parents/legal guardians to determine what is appropriate for their own children and to make sure their children understand this policy and its restrictions. Sites blocked by filtering, may be unblocked when parent/legal guardian is present and remains with the young adult while restricted site is being used. 

 

Access to obscene, pornographic, or sexually explicit materials to post, view, read or print is strictly forbidden.  All users who access these types of materials will be asked to leave the library, and will be permanently barred from ever using the Internet in the library again.  The Library’s staff is fully aware of and concerned for a safe educational Internet experience for children despite the unregulated nature of the Internet.  As a public institution open to use by minors, the library restricts access to certain materials as described in the Arizona Harmful to Minors Act, (ARS 13-3501, 13-3506-1, 13-3507) Violation of this law is a Class 6 felony.

 

 

INTERNET and PUBLIC USE USERS MAY NOT:

  • Use the network to make unauthorized entry into other computational, informational or communication services or resources.

  • Distribute unsolicited advertising.

  • Represent themselves as another person, real or imagined.

  • Transmit or display threatening, obscene, harassing, libelous or slanderous materials.

  • Invade the privacy of others.

  • Use the Internet or Public Use computers for any illegal activity, including violation of copyright or other rights of third parties.  Library users are responsible for any consequences of copyright infringement.

  • Destroy or damage equipment, software, or data belonging to the Library or other users.

It is unacceptable to misuse library computers.  User behavior which causes disruption will result in being asked to leave the library.  Privileges on the public computers may be revoked, suspended, or, in the case of criminal offense, the sheriff being contacted.  Any person who has been denied Internet privileges at another Gila County library for violation of its Internet Use Policy will be denied the privilege at Isabelle Hunt Memorial Public Library as well.

 

The Library is committed to reducing the risk of contamination by computer viruses.  The public computer equipment and software must be used as installed.  You may not add, delete, or change anything on library computers. Downloading to our computer hard drives is prohibited.  If users wish to upload materials to an external device, they are doing so at their own risk.   The Library is not responsible for damage to any user’s external device, or any loss of data, damage or liability that may occur from users uploads on the Library’s computers.

 

Users need to be aware that any information you enter onto the Internet may be read by other people.  Complete privacy cannot be guaranteed.  Users are cautioned that the Library computers, on which the public can access the Internet, are located in a public area which must be shared by other library users of all ages, backgrounds and sensibilities.  Individuals are asked to consider this and to respect others when accessing potentially offensive information and images.  Sending credit card numbers, account numbers, your name, address or other information may not be safe.  The Library is not responsible for loss of privacy, damages or loss of information caused by use of Internet services.  The Library will not release information on the use of specific Internet resources by users of the public except as required by law or necessary for the proper operation of the Library.

 

Through signature, all users must agree to the Public Computer/Internet Acceptable Use Policy prior to using a computer.  Use of a public computer will be on a first come, first serve basis. A limit of 60 minutes will be imposed on the public computers, unless there is no one waiting.  Users must agree to make the computer available within 5 minutes of being informed by Library staff that there is a person waiting.  All users must SIGN IN legible at the front desk.  Anyone failing to complete all information on the sign in sheet will forfeit their time on the computer.  Once you have signed in, you are responsible for any sites accessed and any infractions that take place during your sign in period. Do not share your time with someone else or fail to sign out, as you will be held responsible.

 

All computers will be shut down 15 minutes prior to closing.  If your work is not completed, you will need to come back the next day the library is open.

 

Users are responsible for printing costs of 10¢ per page, or as posted, for anything and everything (including mistakes) printed.

 

At times, patrons may not be able to go to places on the Internet due to unforeseen circumstances.

 

 

WIRELESS ACCESS:

 

Any person connecting to wireless Internet access within Isabelle Hunt Memorial Public Library must abide by the following guidelines:

  • Wireless connections are not secure.  Cautious and informed wireless users should not transmit personal information (credit card numbers, passwords and any other sensitive information) while using any wireless “hot spot.”  Please take appropriate precautions when using this service.

  • All wireless users should have up-to-date virus protection on their laptops or other wireless devices.  The library is not responsible for any information that is compromised, or for any damage caused to hardware or software due to security issues.

  • Electrical outlets are available at the wireless station next to the DVD shelves.  Wireless users who do not wish to sit at the wireless station must use their battery backup system on their laptop computer.  Use of the library’s electrical outlets is prohibited except at the wireless station.

  • Wireless users requiring sound must use headphones so as to not disturb others.

  • Library printers are not available via the wireless connection.

  • Staff will not troubleshoot problems related to your wireless device or assist in making changes to your device’s network settings and/or hardware configuration.  The Library does not guarantee that your device will work with the wireless access.

Use of the wireless network is entirely at the risk of the user.   The library disclaims any and all liability for loss of confidential information or damages resulting from that loss, or any and all damages resulting from use of the wireless network.

 

It is the responsibility of all persons using the public Internet computers or wireless Internet access to be familiar with this policy.  It is further the responsibility of all library staff to adhere to the policy as stated above.

The Internet policy may be revised from time to time & will be strictly enforced.

 PUBLIC/COMMUNITY BULLETIN BOARD POLICY
 

COMMUNITY BULLETIN BOARD

 

The Isabelle Hunt Memorial Library provides space on its public bulletin board for announcements and notices of local community events.  This service is in keeping with the library’s overall commitment in providing access to a wide range of information sources.

 

The public side of the bulletin board will be reserved for non-profit and government notices pertaining to our community.  The community side will be used for all other types of notices, posters and business cards.

  1. All notices, posters and business cards must be approved and placed on the bulletin board by library staff.   Library staff will date each item when received.  Items will be removed from the bulletin board by the staff when items become dated. Business cards will be kept for ninety (90) days.  They will be disposed of as deemed appropriate. When items are removed they will not be returned to the organization or individual.

  2. Staff will determine the placement of materials on the bulletin board.  Items will be posted on an equal basis, subject to available space, regardless of the beliefs or affiliations of the organizations or individuals represented.  No items will be excluded due to viewpoint.

  3. Due to limited space, all items may not be displayed.  If any items cannot be displayed because of space, the items received first will be displayed. The size limited for posted items is 8 ½” by 11”.

  4. Notices offering sale of personal property or services (e.g., garage sales, pets, baby-sitting, cleaning services, gardening services, etc.) will be placed on the community side of the bulletin board.  Notice will be removed when item becomes dated or in ninety (90 days) whichever comes first.

  5. Religious and political materials are permissible for special events within our community.

  6. The bulletin board is not available for family use or for social ads.

  7. Any items placed on the bulletin board may be removed without notification at the discretion of the Library Manager. Items placed on the bulletin board without permission will be discarded. 

  8. No fliers, posters, brochures, or publications from outside agencies will be distributed on the circulation counter.

  9. Posting of a notice or event does not imply endorsement by the library staff or the Board of Trustees. Also, the library does not assume any responsibility or liability for items accepted for display on the bulletin board.  The organization or individual assumes responsibility for any damage incurred.

 SEXUAL HARASSMENT POLICY

All individuals associated with this library, including, but not necessarily limited to, the Board of Trustees, the staff, and the volunteers are expected to conduct themselves at all times so as to provide an atmosphere free from sexual harassment.

 

Sexual harassment includes unwelcome sexual advances, requests for sexual favors and other verbal or physical conduct of a sexual nature where:

  • Submission to such conduct is either explicitly or implicitly made a term or condition of an individual’s employment; or

  • Submission to or rejection of such conduct is used as a basis for employment decisions affecting such individual; or

  • Such conduct has the purpose or effect of substantially interfering with an individual’s work performance, or creating an intimidating, hostile, or offensive employment environment.

Sexual harassment may include, but is not limited to:

  • Suggestive or obscene letters, notes, invitations, derogatory comments, slurs, jokes, epithets, assault, touching, impeding or blocking movement, leering, gestures, or display of sexually suggestive objects, pictures, or cartoons.

  • Continuing to express sexual interest after being informed that the interest is unwelcome.  (Reciprocal attraction between peers is not considered sexual harassment.)

  • Implying or withholding support for an appointment, promotion, or change of assignment; suggesting that a poor performance report will be prepared; suggesting that probation will be failed.

  • Offering or granting favors or employment benefits, such as promotions, favorable performance evaluations, favorable duties or shifts, etc, in exchange for sexual favors.

Sexual Harassment Policy

 

Anyone who is subject to sexual harassment, or who knows of the occurrence of such conduct, should inform the Library Manager.

 

A substantiated charge against a staff member in the library shall subject such staff member to disciplinary action. 

 

A substantiated charge against a volunteer in the library shall subject that volunteer from continuing to volunteer at the library.

 

All matters involving sexual harassment complaints will remain confidential to the extent possible.

 

COMPLIANCE OFFICER: 

 

The Library Manager shall be the compliance officer.  Any person who feels unlawfully discriminated against or who has been the victim of unlawful discrimination by an agent or employee of the library or who know of such discrimination against another person should file a complaint with the Library Manager.  If the Library Manager is the one alleged to have unlawfully discriminated, the complaint shall be filed with the President of the Board of Trustees.

 

COMPLIANCE PROCEDURE:

 

The library is committed to investigating each complaint and to taking appropriate action on all confirmed violations of policy.  The Library Manager shall investigate and document complaints filed pursuant to this policy as soon as reasonable.  In investigating the complaint, the Library Manager will maintain confidentiality to the extent reasonably possible.  The Library Manager shall also investigate incidents of policy violation that are raised by the Board of Trustees, even though no complaint has been made.

 

If after the initial investigation the Library Manager has reason to believe that a violation of policy has occurred, the Library Manager shall bring the matter before the Board of Trustees.

 

If the Library Manager’s investigation reveals no reasonable cause to believe policy has been violated, the Library Manager shall so inform the complaining party in writing.  A copy will also be forwarded to the Board of Trustees.

 EMPLOYEE PERSONNEL POLICY
 

 

 

1.      A new employee shall be given a copy of his or her job description no later than the first day of employment.  The Library Manager or shall go over the job description with the employee on the first day and answer any questions.  At any time, a new or existing employee may ask to meet with the Library Manager to discuss the job description or personnel problems.  The Library Manager shall meet with the employee within 48 hours. If the Library Manager is unavailable the President of the Board will meet with the employee or appoint another Board Member.

 

2.      The Library Manager shall evaluate performance of a new employee at the end of the first 90 days of employment.  The second evaluation shall be given at the end of 180 days.  Thereafter, an annual evaluation shall be given on the employee’s anniversary date in the position.  However, the Library Manager may give an employee a performance evaluation at any time when he/she determines that work performance is less than satisfactory.  All performance evaluations will be reviewed by the Board of Trustees at their next regular meeting.

 

3.      All employees have the right to work in an environment free of all forms of harassment and discrimination.  The library will not tolerate, condone, or allow harassment by any employee, library patrons or other non-employees who conduct business with the library.  The library considers harassment and discrimination of any form to be serious employee misconduct.  Employees are to refer to the Nondiscrimination/Equal Opportunity and Sexual Harassment Policies which have been adopted by the Library Board of Trustees.

 

4.       Library hours are determined by the Library Board.

 

5.      The employee will work hours as established by the Library Manager.

 

6.      Any employee working more than four (4) hours in a day is expected to take a 30 minute lunch break.  If he or she chooses not to leave the building during the lunch hour, every effort will be made to not interrupt their lunch period.

 

7.      Break periods shall be limited to a 15 minute break in the morning before lunch and a 15 minute break in the afternoon after lunch.  The employee shall schedule the breaks so as to minimize disruption of patron services. The employee may leave the building during breaks.

 

8.      Paid holidays will be:  New Years Day, Memorial Day, 4th of July, Labor Day, Thanksgiving Day, day after Thanksgiving, Christmas Eve, Christmas Day, President’s Day and employee’s birthday. Full time employees will be paid for eight (8) hours and part time employees working 20 hours or more a week will be paid four (4) of holiday time. If any of these days occur on a Sunday or Monday, the Board shall determine whether the library will be closed the day before or the day after.

 

9.      Bereavement time off will be provided with pay with a maximum of (5) days off for making arrangements, settling family affairs, bereavement and/or attending the funeral or memorial service of a member of the immediate family.  The allotted days off with pay do not have to be consecutive, however, the allotted time off should be used within a year of the death of the family member.

 

10.  The library may be closed for snow emergencies or other weather emergencies.  The decision whether to close will be made by the Board President or his/her designated representative.  Employees shall be paid for these approved closure days.  Employees not scheduled to work that day will not be paid.

 

11.  The Library Manager, President and the Board of Trustees may authorize continuing education for the employee.  The employee will be paid reasonable travel expenses including mileage, meals, and lodging and his/her regular rate of pay.  The Board of Trustees will pay the registration fees and the employee may be required to submit a certificate of completion.  Travel time to and from the continuing education and attendance at the continuing education will be considered as time worked.

 

12.  Pay periods shall consist of two weeks.  Employees will receive their paycheck into their personal account by direct deposit unless they work fewer than 10 hours in a pay period. A hand written pay check will be given out should this occur. All employees shall complete a Board approved timesheet. The timesheet will show hours worked in a day.  Full time employees will earn personal leave using the schedule in #12.  If the employee earns personal leave, the timesheet will show hours earned and used.

 

13.  Full time employee will earn personal leave at the rate of 7 hours for each 80 hour bi-weekly pay period.  The personal leave rate will increase on the employee’s 2nd year anniversary date by 2 hours.  At the beginning of the 5th year, personal leave rate will be capped at 10 hours for each 80 hour bi-weekly pay period.  If an employee has less than 80 hours in a pay period, hours earned will be prorated. Personal leave used is included in hours worked as part of being in pay status.  Personal leave is earned at the end of the pay period and may not be used in the pay period that it is earned.

 

Requests to use personal leave exceeding 40 hours for other than sickness should be submitted in writing to the library manager at least 15 days in advance.  The Library Manager shall not unreasonably withhold approval of the use of personal leave.  Should leave not be approved, a written explanation will be given to employee.

 

Employees are responsible to manage their personal leave throughout the year.  At the conclusion of the last pay period in December, no more than 240 hours can be carried over.  Any excess hours will be forfeited.

 

Overtime will not be authorized for salaried employees.  It is expected that they will work or be in pay status for 80 hours in a bi-weekly pay period.  If it is necessary for the employee to work more than 80 hours in a pay period, the employee will get prior approval from the Library Manager and compensatory time may be earned on an hour for hour basis.  It is expected that the compensatory time earned will be used within the two succeeding pay periods.  Overtime will be paid when an hourly employee works more than 8 hours in a day and/or 40 hours in a week at the rate of 1 ½ times the employee’s hourly rate.

 

14.  In the event of the resignation or dismissal the employee will be paid for unused personal leave at half his or her current rate of pay.

 

Should the employee be the Library Manager, the Board President will fulfill the duties of the Library Manager regarding any of the above or appoint another Board Member to fulfill the duties.
